PROBLEM TO BE SOLVED: To display more effective information based on stored past congestion information and present congestion information. SOLUTION: A traffic control center 7 is provided with a congestion data base 20 for accumulating and storing congestion information for every fixed time, and a congestion predicting part 7a in the center calculates congestion increase and decrease transition B by referring to a congestion data base 20. Then, the congestion increase and decrease transition B and present congestion information A are displayed on display boards 8 and 9 set on a road.
