PROBLEM TO BE SOLVED: To provide a piezoelectric transformer with small variation in characteristics and high efficiency, and provide its manufacturing method. SOLUTION: A piezoelectric transformer 10 includes a primary side drive unit 12 and a secondary side generating unit 13. The drive unit 12 is almost a half of the left-hand-side of a piezoelectric substance unit 11 and the generating part 13 is almost a half of the right-hand-side of the piezoelectric substance unit 11. A polarized field applied to the power generating unit 13 is made lower than that of the drive unit 12, and the drive unit 12 is made the same degree of polarization as the power generating unit 13.
