PROBLEM TO BE SOLVED: To evaluate surface treatment immediately after treatment. SOLUTION: A small amount of water 12 is dripped onto pH test paper 14 for inclusion (Fig. (1)). A treatment surface 17 being subjected to fluoridation treatment of a member 16 to be treated is pressed against the pH test paper 14 containing the water 12 (Fig. (2)), and fluorine existing on the treatment surface 17 is dissolved to water. The member 16 to be treated is separated from the pH test paper, and the color of a discoloration part 18 of the pH test paper 14 is compared with a reference color to determine the pH value of the water 12.
