PURPOSE: A device and a method for controlling a boiler are provided to remove an establishment error according to double manipulation and to reduce defect rate by decreasing number of components. CONSTITUTION: In an operating state of a subdivision timer heating control unit, heating temperature is established at a specific temperature through detecting state of the subdivision timer heating control unit by a heating temperature controller and deciding an extinguishing timer time. Therein, an operation switch of a boiler is turned on and a heating mode is selected. By the subdivision timer heating control unit being unselected, the heating temperature controller operates normal operation and decides a normal operation range establish temperature. The heating temperature controller operates safety combustion by a temperature of heating water being under the temperature established by the subdivision timer, and continuously detects the temperature of the heating water. The established extinguishing timer of plural extinguishing times is operated to return an initial process after finishing the selected timer operation. In addition, a standard timer is operated to return to the initial process finishing the timer operation in a normal operation range.
