PROBLEM TO BE SOLVED: To improve the assembling operability and to reduce the manufacturing cost by reducing the number of parts constituting a hysteresis generation part. SOLUTION: A hysteresis plate 31 is composed of a ring-like sliding plate part 31A and plural spring leg parts 31B extended from the plate part 31A in the diameter direction. Respective spring leg parts 31B are fixed on a rotor side body 16 and excite the plate part 31A to a ring-like projection part 27 of a rotor 26. Since the hysteresis plate 3 can apply frictional resistance force between the plate 3 and the rotor 26, the number of parts constituting the hysteresis generation part can be reduced, the assembling operability can be improved and the manufacturing cost can be reduced.
