PROBLEM TO BE SOLVED: To eliminate the problem that load for maintenance and operation is large and that usable terminal is restricted. SOLUTION: A base station line concentrator to concentrate a connection line to be extended from a base station under command and to connect all radio base station with a public fixed network via a shared connection line is provided with (1) a call origination means to repeat a connection request to a public fixation network to the radio base station under command, when a connection request is made from mobile terminal stored in the radio base station under command, (2) an incoming call processing means to repeat the connection request received from the public fixed network to the radio base station under command when the opposite party of the connection request is a mobile station stored in the base station under command and (3) a specified subscriber judging means to disconnect a part of a call set between the base station hub and the public fixed network in a series of setting processes and to directly connect the mobile terminal to make a connection request and a mobile terminal to be the other party in the present device, when both of them are the mobile terminals of a specified subscriber.
