PURPOSE: A method for manufacturing a CD title form credit card and a method for paying a fee using a personal computer is provided to enable a user to safely and conveniently use a credit card by a personal computer at the time for an internet commercial transaction or a money transfer by manufacturing the credit card as a CD title form for using the card in a CD-ROM driver of the personal computer, and by recording information on the credit card, operation programs and encoding transmission programs in the credit card. CONSTITUTION: A magnetic tape and a signature space for a member in the backside of a credit card are arranged in front of the card in order to use the card in case of an electronic commercial transaction through the internet. The backside of the card is manufactured as the same disk form as CD title. In addition, information on the credit card, operation programs and security programs are recorded in the backside of the card. A user puts the credit card in a CD-ROM driver of a personal computer, and operates an operation program. The user inputs and transmits an authentication measure requested by the program.
