PROBLEM TO BE SOLVED: To exactly estimate the processing delay performance of a disk device according to the transmission pattern of the I/O request of a host device. SOLUTION: A measuring part 12 measures a time tprocess since a command is issued to a disk device 3 until the response is returned. A data analyzing/ storing part 13 executes statistical data analysis, and prepares and stores a first probability distribution list 131 indicating the probability distribution of the processing time tprocess measured by the measuring part 12. When the transmission pattern of an I/O request is communicated from a host device 2, an estimating part 13 estimates processing delay performance (D (2, z) and C (2, Z)) of the disk device 3 based on the first probability distribution list 131. Thus, it is possible to estimate that the disk device 3 has the processing delay performance for transmitting a response to the final I/O request within a time indicated by a delay guarantee value D (2, z) with reliability indicated by a guarantee probability value C (2, z).
