PROBLEM TO BE SOLVED: To efficiently communicate with a network which uses a different protocol. SOLUTION: A 1st connection establishing means 11 establishes a connection CO with a network A. A down frame generating means 12 generates a down frame Df0 including the identifiers of communication devices 30-1 to 30-3. A frame communicating means 13 sends the down frame Df0 through the connection C0 and processes an up frame Uf0 received through the connection C0. A 2nd connection establishing means 21 establishes connections C1 and C2 with the communication devices 30-1 to 3-3 through networks B and C having a communication protocol different from that of the network A. A frame mediating communication means 22 mediate to send down frames Df1 to Df3 to the communication devices 30-1 to 30-3 through the connections C1 and C2 or send up frames Uf1 to Uf3 to a network management device 10.
