PROBLEM TO BE SOLVED: To generate the solution of the restriction sufficiency optimizing problem which has not been solved conventionally and has a wide searching space and many restrictive conditions. SOLUTION: A chromosome 2-1 is decoded by means of a decoding section 3 and converted into the parameter 3-1 of a problem model calculating section 4. In the calculating section 4, a controller 4-1 generates a solution by selectively causing a local searching approach device 4-2, a GA parameter processor 4-3, or stochastic searching device 4-4 to execute. When a violation of restriction is detected by means of a violation-of-restriction discriminating device 4-5 during the generating course of the solution, a violation-of-restriction processor 4-6 removes an added portion (the portion which generates the violation of restriction) from the present solution and continuously generate the solution.
