PURPOSE: A tool replace speed controlling device and a method thereof are provided to distinguish weight of a replacing tool without an error and a limit to tool number and to control a replacing speed of the tool according to weight of the tool. CONSTITUTION: A device for controlling tool replace speed and a method thereof comprise a numerical controlled machine tool(40) installing a tool magazine; a tool weight discriminate unit storing tool weights corresponding to tool numbers by dividing heavy tools and light tools; and a tool replace apparatus(43) replacing a tool attached to a spindle for processing and a tool waiting in a standby port of the tool magazine. The tool weight discriminate unit decides weights of standby tools and operating tools by the tool weight discriminate unit. In case of one tool heavier than the other tool, the tool replace apparatus is driven at a low speed. In case of the tools being light, the tool replace apparatus is driven at a high speed by a speed control unit(21). Therefore, weight of the tool to be replaced is conveniently checked by checking weight identifying code stored in a CNC(Computer Numerical Control). Moreover, replacing speed of tools is controlled by the weights of the tools.
