PROBLEM TO BE SOLVED: To solve problems of a conventional system from the standpoint of practicality and efficiency that a file transmission time is extended longer than required because a transmission rate of a satellite channel is decided in matching with a reception station with the worst reception condition among stations in the entire system and a file may not be received at a transmission rate through the satellite channel scheduled at first when there is a reception station with a condition worse than the reception condition scheduled first due to a cause such as rainfall. SOLUTION: Received C/N information including the C/N of a received signal detected by a reception station is given to a transmission station through a general public telephone network, a reception station C/N information acquisition means of a transmission rate control section records the received C/N information and the system changes a modulation system and an error correction code rate to reduce the file transmission time from a transmission server to the reception station in the case that the C/N obtained from the received C/N information is more than a predetermined C/N with respect to the reception station receiving the file going to be sent. |
