PROBLEM TO BE SOLVED: To prevent errors in setting by preventing plural ID codes from being set within a certain time to permit setting of an individual ID code. SOLUTION: When an external input is detected in a switch part 6, a control part 9 sets the setting permission state such that setting including an ID code is possible only within a certain time. When an ID code is set, the state is returned to the setting inhibition state, even within a certain time, or only resetting the ID code is inhibited within the certain time.
