PURPOSE: The apparatus and method for prebilling communication charge using the internet is provided to reduce time for paying the communication charge by offering a prebilling system integrating all sorts of services manufactured by an internet entrepreneur. CONSTITUTION: Communication charge of users using a plurality of sites prepared by internet entrepreneurs is prepaid to communication entrepreneurs by the internet entrepreneurs. The first transmitting/receiving unit(710) inputs the communication charge prebilling data from the internet entrepreneurs. The first data storing unit(715) stores data inputted from the first transmitting/receiving unit(710). The first data processor(720) reads data stored in the first data storing unit(715) and classifies the data by internet entrepreneurs and makes the first database(722). A calculating/controlling unit(730) merges data stored in the first database(722) and makes an integrating database(732). The second data processor(740) classifies the integrating database(732) by the communication entrepreneurs. The second transmitting/receiving unit(750) receives data classified by the second data processor(740) and transmits the data to the communication entrepreneurs.
