PURPOSE: An apparatus for managing alarms is provided to separate an alarm collection operation from an alarm processing operation, and to process the separated operations in a dual way, so as to increase accuracy relating to alarm processing. CONSTITUTION: A memory buffer(52) stores alarms by separating the alarms into form data and state data. An alarm collector(51) periodically collects alarms generated in a system(60), and stores states relating to each alarm in a state data area of the memory buffer(52). An alarm processor(53) processes alarm data stored in the memory buffer(52), according to priorities by the form data.
