PROBLEM TO BE SOLVED: To coordinate operating time among respective relays, with a plurality of ground directional relays disposed in series in an distribution line, by laying an exclusive common signal wire whose routing requires construction work and materials between the respective relays for receiving/delivering coordination signals. SOLUTION: A hybrid signal (g) of a zero-phase voltage signal and a coordination signal is received from common signal lines (m), (n) receiving a zero-phase signal, and both the signals are separated by an I/O signal separating means 40. The zero-phase voltage signal is inputted into a phase comparative circuit 35 and the coordination signal is inputted into a lock coordination control means 50, thereby coordinating operating time. A voluntarily occurring coordination signal (e) is transmitted to the common signal lines (m), (n) through a signal leading means 43.
