PURPOSE: An apparatus and a method for guiding hand-off failure of mobile communication terminal system are provided to cope with the abnormal operation of the terminal by recognizing previously the hand-off failure of the terminal. CONSTITUTION: A base station receives a message for the hand-off failure of a destination base station from mobile exchange station(310). The predetermined format of the hand-off failure massage is transmitted via a forward traffic channel, the parameter value of the message is set to "1"(320). The terminal detects the transmitting of the message for the hand-off failure. It is determined that the parameter value of the received message is set to "1"(330). If the parameter value is "1", a plurality of guiding operation is performed to recognize the hand-off failure(340). A call process is performed according to the traffic environment of service area including the terminal(350).
