PURPOSE: A seat and a chair with a partial cushion is provided to distribute the pressure, given to the ischiadic tuberosity of hips, to the other area of the hips, so that the blood circulation of a user is promoted. CONSTITUTION: A cushion member is inserted in a groove of a seat(12), and consists of a first elastic material(23), a second elastic material(22) and a skin(21). The first elastic material is pressed by the ischiadic tuberosity of a user. The elasticity of the first elastic material is lower than the second elastic material, so that the pressure by the ischiadic tuberosity is transferred to the second elastic material. The skin surrounds the elastic material. Therefore, the pressure is distributed uniformly to the whole hips, so that the user is prevented from feeling hard on user's hips for a long time.
