PURPOSE: An ATM cell routing apparatus and a method thereof are provided to utilize virtual path and virtual channel resources to the utmost, thereby improving transmission efficiency or transmission speed of an ATM cell. CONSTITUTION: A MUX/DEMUX(21) multiplexes input ATM cell for transmitting to an ATM switch(14) or reversely multiplexes input ATM cell for transmitting to a plurality of mini-cell routers(22,23,24). The plurality of mini-cell routers(22,23,24) disassemble mini-cells included in the reversely multiplexed ATM cell in the MUX/DEMUX according to mini-cell header information for routing to a ring router(25) or assembling the mini-cells as the ATM cell including the plurality of mini-cells having set VP(Virtual Path)/VC(Virtual Channel) number with referring to the header of the ATM cells for routing to the MUX/DEMUX(21). The ring router(25) routes each ATM cell routed in the plurality of mini-cell routers(22,23,24) to vocoders(26,27,28) according to the ATM cell header information or to the mini-cell routers having the set VP/VC number according to the header information of the ATM cell outputted from the vocoders(26,27,28).
