PROBLEM TO BE SOLVED: To provide an image-heating device and an image-forming device capable of performing superior image heating processing, even in the case of thermally fixing an image having a large toner application amount, such as a color image on cardboard or on an OHP film by performing sufficient heating and pressurization without decreasing heating processing speed. SOLUTION: This image-heating device heating the image on recording material is constituted of a heating unit and a pressure member, and provided with a plurality of heating nip parts formed by abutting the heating unit against the pressure member. The recording material is successively carried to the plurality of heating nip parts, where the surface pressure of the heating nip part positioned on an upstream side in the carrying direction of the recording material is made lower than that of the heating nip part positioned on a downstream side in the carrying direction, and then the image is heated.
