Adhesive (3) on a carrier layer (4) is applied by roller (15) to a material as it is moved forward by a transport roller (71). The adhesive is supplied from above between cover layers (5, 7) as a four-layer strip (3, 4, 5, 7). One cover layer (5) is cut by a cutter (77), peeled back and wound up (21). The adhesive and carrier layer (3, 4) are them applied, after which the other cover layer (7) is peeled off and wound up (23). An Independent claim is also included for an applicator with an applicator roller (15) and take-off rollers (21,23) driven at the same speed to remove the cover layers (5, 7). A cutter arrangement (77) has fine adjustment to ensure that only the cover layer (5) is cut.
