PROBLEM TO BE SOLVED: To provide a finely powdered binder containing an oligomer having a (meth)acryloyl group, and a polyurethane, suitable for a binder of a powder coating material, and containing very small amount of remaining organic solvent. SOLUTION: This finely powdered binder for a powder coating composition comprises the oligomer having the (meth)acryloyl group, and the polyurethane, can be hardened by the exposure to high energy radiation, and contains <1 wt.% organic solvent. The finely powdered binder for the powder coating composition is produced in the absence of an organic solvent.
