PROBLEM TO BE SOLVED: To provide an easily usable device enabling easy growth, proliferation and scattering according to a management standard. SOLUTION: An organic material 1 such as plant, sea weed, fish and shellfish, sperm as an origin of animal, seed, spore, ovum, fungus, bacteria and agrochemicals is sealed in a tape-formed holding device for organic material interposing definite intervals to enable the growth, proliferation or scattering of the organic material exclusively when the state of ambient environment such as under the ground, in the sea, in water or in air is in a desirable state.
