PROBLEM TO BE SOLVED: To exhibit the damping capability of a damper sufficiently by preventing most of earthquake force from acting on a frame because extraordinary cost is needed for repair due to the remaining deformation which requires large-scale repair after a large earthquake although a proof stress wall is disposed to enhance earthquake resistance in middle and low building, for which many conventional dampers are incorporated into part of the frame to restrain response displacement and response acceleration of a building. SOLUTION: A damper 16 capable of relieving a response to an earthquake is disposed between a frame body 66 consisting of a plurality of frames 22a, 22b, 23a, 23b, and a beam 4.
