PROBLEM TO BE SOLVED: To obtain a primer composition for forming a photocatalytic thin film having good hydrophilicity, water resistance, acid resistance and weather resistance on a plastic substrate, and further to provide a photocatalytic member. SOLUTION: This primer composition for fixing the photocatalytic thin film to the plastic substrate, obtained by compounding an organic component with an inorganic component is obtained by compounding the organic component with the inorganic component so that the ratio of the organic component to the inorganic component expressed in terms of solid may be (a) 30-80 pts.wt. organic component and (b) the inorganic component of the remainder when the total weight of the composition after the compounding is 100 pts.wt.
