PROBLEM TO BE SOLVED: To obtain a composition for external use such as a cosmetic, excellent in stability and safety, and further excellent in water-holding ability for retaining the moisture of the skin. SOLUTION: This moisture-retaining composition comprises a hydroxyalkylated cyclodextrin, a phytosterol ester and water, and the hydroxyalkylated cyclodextrin and the phytosterol ester form a clathrate compound obtained by the inclusion of the phytosterol to the hydroxyalkylated cyclodextrin. The before problem can be solved by providing the moisture- retaining composition and the composition for external use containing the moisture-retaining composition.
