PROBLEM TO BE SOLVED: To provide a polytetrafluoroethylene (PTFE) aqueous dispersion composition which prevents occurrence of cracks in thick coating films and has good still standing stability, and a method of preparing coating films. SOLUTION: This polytetrafluoroethylene aqueous dispersion composition contains, as the essential components, 20-65 wt.% PTFE fine particles having an average particle diameter of 0.2-0.4μm, 9-12 wt.%, based on PTFE, heat decomposable component having, as the major component, a specific polyoxyethylene alkylphenyl ether based or polyoxyalkylene alkyl ether based surface active agent, and water.
