PROBLEM TO BE SOLVED: To make it difficult for a seal to be raised from a peeled paper in a half cutting. SOLUTION: A sheet member cutting device for cutting, to a specified shape leaving peeled paper, a sheet member 100 formed by forming an adhesive layer on one surface of a sheet material and covering the surface of the adhesive layer with a peeled paper comprises a table 17 for placing the sheet member, a cutting blade 20 lowering from over the sheet member with a distance from the table 17 provided to prevent only the peeled paper from being cut out, and a protruding member 22 disposed on the inside of the cutting blade, projected from the tip of the cutting blade when the cutting blade is raised, and protruding the sheet member cut out in a specified shape from the cutting blade.
