PROBLEM TO BE SOLVED: To provide a surface-treated metallic plate excellent in press workability, electrical conductivity, corrosion resistance and adhesion of coating materials and to provide its manufacturing method. SOLUTION: This surface-treated metallic plate is obtained by forming a coating film containing organic lubricating particles such as wax having functional groups such as carboxyl groups and hydroxyl groups and a higher alcohol surfactant on the outermost surface of a metallic plate or a plated metallic plate. The electrical conductivity, and the like, can furthermore be enhanced by arranging an organic coating film comprising a water-soluble copolymer having carboxyl groups and hydroxyl groups and so on or a chromate coating film between the coating film and the metallic plate or the plated metallic plate.
