PURPOSE:To improve encoding efficiency by converting digital signals to data strings, obtaining plural events and setting one code word corresponding to each event one before. CONSTITUTION:Picture data are conversion-processed in a conversion circuit 2, turned into coefficient data and supplied to a quantization circuit 3. The quantization circuit 3 quantizes the coefficient data from the conversion circuit 2 and the quantized coefficient data are supplied to a variable length encoding circuit 4. The plural events composed of continuous 0 coefficients provided with a prescribed run length and at least one non-0 coefficient ranged in front or at the back of the continuous 0 coefficients are obtained from the data strings here. Then, corresponding to each event one before, based on table data for supplying the different code words to the respective events, one code word is set to the plural events. The table data are loaded from a Huffman table generating device to the memory 4a of the variable length encoding circuit 4, for instance.
