PROBLEM TO BE SOLVED: To provide a panel flapping preventing device for simple roof improved in wind pressure resistance of panel. SOLUTION: This device comprises a roof frame 1, a panel P, a panel presser 20, a first seal member S1, and a second seal member S2. The roof frame 1 has a raised part 2 on the upper side and a panel receiving part 3 on at least one side of the raised part, and the panel presser 20 has a fixed part 21 and panel cover parts 22, 23 extending to both sides from the fixed part. The raised part 2, the panel receiving part 3, the fixed part 21 and the panel cover parts 22, 23 are parallel to the longitudinal direction of the roof frame 1. The panel cover parts 22, 23 have the first seal members S1 to butt on a panel upper surface p1 and the upper part of the roof frame 1, respectively, and the panel receiving part 3 has the second seal member S2 to butt on a panel lower surface p2. When the fixed part 21 is fixed onto the raised part 2 by a screw N, the first seal member S1 is located sideward from the second seal member S2 to alternately nip the panel P by the first seal member S1 and the second seal member.
