PROBLEM TO BE SOLVED: To solve the problem that a building material such as metal sash is curved by heat or suffered from moisture condensation, or the like, and remove defects occurring in the case of lining a building material with a decorated sheet. SOLUTION: This heat-insulating sheet 1 for interiors or exteriors is constructed basically by laminating a polymeric binder layer 3 containing hollow particles and bubbles on a fibrous base material 2. More preferably, the heat- insulating sheet has a part 4 into which the polymeric binder layer has penetrated from the surface to the inside of the fibrous base material. On the uppermost layer, a decorated sheet 5 may be laminated.
