PROBLEM TO BE SOLVED: To obtain commonality of slide gear components, to make slide gears compact and lightweight, to improve their strength, and to reduce rattle which occurs due to the engagement between slide gears and an internal gear. SOLUTION: This device is provided with a fixed plate 21 with guide parts 41 and 42, a shaft 30, a rotating plate 22 with an internal gear 66, a pair of slide gears 70 and 71, a cam member 72, a spiral spring 60 to rotate the rotating plate 22 in the direction of inclining a seatback S2 forward, etc. By arranging the slide gears 70 and 71 in the front and back and arranging the center of the location of engagement of the slide gears 70 and 71 with the internal gear 66 in a line L2 which intersects a line L1 along the reference angleθof inclination of the seat back S2 at right angels and which passes through the center of rotation of the rotating plate 22, loads exerted onto the slide gears 70 and 71 are equalized.
