PROBLEM TO BE SOLVED: To provide an embroidery data generating and editing device and a recording medium capable of remarkably simply and easily generating and editing the embroidery data. SOLUTION: Embroidery data are read from a FD 25, and one stitch development of the embroidery data is displayed (S1, S2). A color code display bar 32, a first slide bar 33, and a second slide bar 34 are provided over a display screen, and a first stitch number button 37, a second stitch number button 38 are provided at the left end of each slide bar 33, 34, and furthermore, a first color unit button 35, a second color unit button 36 are provided at the right end of each slide bar 33, 34 (S3-S5). One stitch development of the embroidery data of the predetermined part is displayed by clicking each color unit button 35, 36, or directly dragging each slide bar 33, 34 for movement, or changing the display of the stitch number data of each stitch number button 37, 38 (S6-S8).
