PROBLEM TO BE SOLVED: To aim at generation of a flow control signal providing smooth transient responsiveness of a hydraulic system for avoiding a bad influence related to suddenly radical action of a work instrument. SOLUTION: A device and method for moving controllably a movable part in an oil hydraulic motor are indicated. A lever device generates an operator instruction signal representing a target speed of the movable part. An electronic control device receives the operator instruction signal, compares it with a limit value, and generates a limited instruction signal in the case the operator instruction signal is larger than the limit value. An electro-hydraulic control device, receiving the operator instruction signal, controls in response to it movement of the movable part.
