PROBLEM TO BE SOLVED: To prevent reducing of sealability of a stationary side sealing element placed on an outer circumference of rotating shaft extending transversely by tilting due to its weight. SOLUTION: An outer circumference near a rear end of retainer 41 of a stationary side sealing element 4 placed on an outer circumference of rotating shaft 2 extending transversely is supported on an internal circumference of a housing 1 via an operating O ring 5. A lower outer circumference adjacent to a rotation side sealing element 3 is supported floatingly from a lower inner circumferential face 1e of the housing 1 by a hydrostatic bearing adapted to generate bearing pressure by being pressingly supplied with a fluid. Then the element 4 is maintained approximately concentrically with the housing, and a track workability for an axial and a radial directions can be secured.
