PROBLEM TO BE SOLVED: To provide a tool mounting and removing device of two-surface restraining type equipped with a fine adjusting means for the position of a cutting edge. SOLUTION: A cylindrical eccentric sleeve 20 in which the center 23 of the inside surface is positioned eccentrically from that 24 of the outside surface, is fitted on the shank part 2 of an adapter 1. The flange side end face of the sleeve 20 is biased by a resilient member 28 while the other end face 27 is pressed by a circular flat plate 29. Fine adjustment of the position of a cutting edge is conducted by setting the relative positioning between the shank 2 and sleeve 20.
