PROBLEM TO BE SOLVED: To provide a speed governor of a water turbine for generators capable of remarkably suppressing an increase in water pressure at the time of shutting- off a load on the water turbine or an increase in the rotating speed of the water turbine without causing complication of construction of a speed governor, and a cost rise. SOLUTION: A proportional control valve controlling part 32 is provided with a first control part 41 and a second control part 42. The first control part 41 is used for closing a guide vane 11 by a three-stage stooped closing system, and output signals from a first position detector 26 and a second position detector 33 are inputted to the first control part. The first control part outputs a control signal for controlling the operating speed of a hydraulic servo- motor 20, controls a proportional control valve 31. The second control part 42 performs closing operation by a continuously stooped closing system, and is provided with a rotating speed corresponding control part 51 and a water pressure corresponding control part 52. An output signal from a frequency detector 16 is inputted to the rotating speed corresponding control part 51, which outputs a signal for controlling the operating speed of the hydraulic servo-motor 20 to control the proportional control valve 31.
