PROBLEM TO BE SOLVED: To obtain a roadbed material and a roadbed structure excellent in strength and water permeability, less liable to cause mud pumping phenomenon, easy to apply and comparatively low in construction cost and material cost even in a tunnel having flimsy ground and a high groundwater level through which a high load train or truck passes or even in roadbed liable to a heavy rain and having a high groundwater level at the outside of a tunnel. SOLUTION: The roadbed material 10 for compacting consists essentially of water granulated slag and 5.5-10.4 pts.wt. cement based on 100 pts.wt. water granulated slag.
