PROBLEM TO BE SOLVED: To provide a better workability and improve the heat efficiency. SOLUTION: A metal plate member 6 is laid on an insulation board 2 laid on an embedding surface 1. To this plate member 6, a number of pyramidal projections 7 are formed on its surface and, on the rear surface, recessed portions 8 corresponding to the projections are formed on the rear surface. And a pipe guide 12 is provided on this plate member 6, and a hot water pipe 4 is laid along the pipe guides 12 and a concrete layer 5 is provided on the plate member 6 including these hot water pipes 4.
