PROBLEM TO BE SOLVED: To form a standard pattern having high expression efficiency, by reducing such a phenomenon that renewal of the standard pattern is focused at an undesirable local minimum value. SOLUTION: An initial value forming means 9 divides a time series 4 of characteristic vectors of an input voice so as to be overlapped mutually, and averages the time series of the characteristic vectors belonging to each small section to form an initial value 10 of a standard pattern. And, a standard pattern forming means 70 makes each state of the initial value 10 of the standard pattern correspond to the time series of the characteristic vectors by pattern matching, and the time series of the characteristic vectors corresponding to each state is averaged to execute renewal of the standard pattern 8.
