PROBLEM TO BE SOLVED: To provide a scanning electrode driving device capable of freely setting the display part of a liquid crystal panel without causing a reduction in contrast by transmitting the D input from a D type flip-flop of a specified bit to the D input of a specified bit synchronously with a clock. SOLUTION: A terminal 102 for controlling a D input is connected to the input of an inverter 103, and the output of the inverter 103 is connected to the input of an inverter 104, the PMOS gate of a transfer gate 104 and the NMOS gate of a transfer gate 106. Since the output of the inverter 103 is in high level and the output of the inverter 104 is in low level when the terminal 102 for controlling the D input is in low level, the transfer gate 105 is ON, and the transfer gate 106 is OFF. Accordingly, the D input is directly transmitted to a Q output through the transfer gate 105 regardless of the input of a clock and the state of a conventional D type flip-flop.
