PROBLEM TO BE SOLVED: To prevent data operations at the same time from competing with each other in a system by providing a means that corrects measured data and a means that temporarily stores past measured data to be inputted and corrected data to be inputted and performs the data operation of them in the order of arrival, etc. SOLUTION: This system is provided with a data receiving part 51 which receives the latest measured data measured through a telemeter monitor, the past measured data stored and held as backup, the corrected data for each terminal device and respectively outputs prescribed ports. The system is further provided with a real time data operation processing part 52 which receives the latest measured data outputted from the part 51 and performs real time data operation, and once stores missing filling data and the corrected data from the part 51 in a queue in order of reception. The system is provided with an operation management controlling part 53 which transmits the data to a missing filling operating part 54 or a data correction operating part 55 in the order of arrival and performs operation and management so as to successively control each operation.
