PROBLEM TO BE SOLVED: To issue a certificate to an applicant, regardless of at which center the applicant is located. SOLUTION: A plurality of centers 1 each issuing certificate information stored in a data file 8 as a certificate 5 are connected mutually, and each center 1 attaches inputted certificate information to a registration number consisting of an issue source number and an issue number, registers the registration number in the file 8 and also issues a card 3 on which the registration number is stored. When the registration number stored on the card 3 is read and the issue source number of the read registration number shows a center other than its own- center, a retrieval request with the registration number designated is transmitted to the corresponding center. The certificate information of the registration number designated by the received retrieval request is read from the file 8 and returned to the center of the retrieval request source. When the issue source number of the registration number shows its own-center, the certificate information of the registration number is read from the file 8. The certificate information received from the other center and the read certificate information are issued as a certificate 5. |
