PROBLEM TO BE SOLVED: To continuously measure humin matter, that is a precursor of an organic halogen compound, without being affected by the turbidity of water to be measured. SOLUTION: In a water quality measuring device 1 according to a water quality measuring device invention, a filter 5 with a hole diameter of 5μm or smaller eliminates the suspensoid of water to be measured, an illumination means 17 applies light to the water to be measured after filtering it by a filter, a fluorescence measurement means 17 measures the intensity of fluorescence being generated from the water to be measured where light has been applied, and a data measurement means 18 measures data, regarding the precursor of the organic halogen compound in the water to be measured, based on the intensity of fluorescence which is measured by the fluorescence measurement means 17.
