PROBLEM TO BE SOLVED: To prevent liquid from being leaked from a regulation member extending over a long term and to prevent a strip-like image defect is prevented from being caused because of the leakage of the liquid by holding the weight concentration of foreign matters included in a mixture accumulated at the regulation member and obtained by mixing the foreign matters attached to the surface of a member to be electrified and a liquid-like ionic conductive medium to be a specified ratio or less. SOLUTION: The water regulation member (wiper blade) 27 for damming water flowing out from a pad for electrifying 21 and preventing it from flowing out to a downstream side is disposed at the downstream side of the pad 21 in the rotating direction of a photoreceptor drum 1. Then, the weight concentration of toner in toner water obtained by mixing the toner and the water is changed and it is confirmed whether the water is leaked or not by an experimentation. As the result of such experimentation, when the weight concentration of the toner is <=50% regardless of the value of the abutting pressure of the blade 27, the toner water can be surely shielded by the blade 27 and the water is prevented from being leaked. Then, this device is constituted so that the weight concentration of the toner in the tone water accumulated at the blade 27 is held to be <=50%.
