PROBLEM TO BE SOLVED: To provide a device and method for detecting a signal loop for a common line signal network by which the state of the signal loop in the common line signal network is detected and eliminated. SOLUTION: An MTP communication control section 203 receives a significant signal unit (MSU) from a host level of a protocol, transfers a signal depending on a destination, a traffic observation section 202 collects traffic data, such as number of transmitted MSUs and number of received MSUs from the MTP communication control section 203, and a signal loop detection section 201 monitors the number of the MSUs received. When the number of the received MSUs consecutively exceeds a predetermined threshold (x) by a prescribed number of times (y), a list of number of the received MSUs for every 'incoming signal station number (DPC) to a caller signal station number (OPC)' is generated and the detection section 201 verifies whether the signal loop state is set, on the basis of this list. This verification depends on whether the simulated information resulting from setting a station number which is not under the control of its own station to the DPC is generated, it is transmitted as an investigation MSU and the simulated information is received.
