PROBLEM TO BE SOLVED: To effectively utilize a vertical blanking interval(VBI) multiplexed in a video signal by providing a video object unit provided in a video object with control information and video data and providing the control information with status information showing whether or not source information and its contents are effective about the video object unit including the control information. SOLUTION: When a television signal or a video signal is converted into a VOB and recorded on an optical disk, display control information and copy control information multiplexed in a VBI are inserted as a control pack in each VOBU according to the optical disk and an optical disk recording and reproducing device. Thus, the display control information and the copy control information can be realized in a VOBU unit when recorded and reproduced on/from the optical disk. Furthermore, each time a system controlling part 1402 receives VOBU encode completion notification from an encoder part 1404, the part 1402 has only to give control information to the part 1404 so that processing itself can be simple.
