PROBLEM TO BE SOLVED: To prevent rattling noises produced by the sliding movement of a flexible fat cable, without increasing the number of part items and complicating manufacturing processes. SOLUTION: A plurality of bends 10a are provided along the entire length or a partial range of the length of a flexible flat cable 10 spirally contained within an annular space formed by an inner case 7 and an outer case 9 provided to be rotatable relative to each other, in a intermediate state between a state of the flat cable 10 tightly wound on the inner case 7 and a state of the flat cable 10 unwound to the outer case 9, the bends 10a in the mutually approaching parts of the inner and outer cables abut against the mating cable part to isolate the mutually approaching parts of the inner and outer cables from each other.
