PROBLEM TO BE SOLVED: To provide a heat insulating sheet capable of holding hat insulation and a cushioning property without outgoing and incoming of air even at the time of cutting and using it and holding stiffness without thinning at the time of using it. SOLUTION: This heat insulating sheet is constituted of a large number of sealed chamber groups 8 made of a large number of sealed chambers 4 in the drawing, a closed land surface 10 is formed on a peripheral edge of the heat insulating sheet 1, and the sealed chamber groups 8 are used by cutting the heat insulating sheet 1 partitioned by a longitudinal land surface 11 and a lateral land surface 12 at parts of the longitudinal and lateral land surfaces 11, 12.
